Yes, it is a very informal greeting. It is written correctly like this:

¿Qué tal? = How are things with you /How are you doing?

Sometimes native spanish speakers say:

¿Qué tal estás? It means more or less the same but is more familiar in tone and used more with/amongst friends

Yes. It's ¿Qué tal? and means, roughly, "What's up?"
