when i fill out the dele exam form i encounter to this phrase near the question direccion postal habitual like this 'direccion postal habitual: (si diliere de la anlerior)'. Thanks for your helping me...

Similar to your official/legal address in U.S. usage. For example a university student might take temporary lodgings near the university but retain the address of his/her parents as the legal address.
I think it's "Dirección postal habitual" - 'usual/normal postal address (If it differs from the previous)' I assumed you meant 'difiere' from verb 'diferir' in the question.
