Hello Calle, welcome to the Forum.
When asking questions about idiomatic expressions, it is helpful if you add context. In an of itself, an expression like this is meaningless. Literally: "The little cockerels have started already".
Out of experience, I am willing to venture that this has something to do with kids fighting, possibly siblings who regularly engage in disputes.

"In and of itself" - "little cockerels" is redundant. if they're not little they're capons or roosters (I'd provide a gloss for "capon" but it's a "family-friendly site" (and there's always the dictionary). - samdie, Apr 14, 2011
