So Grover rolls a bowling bowl into a cat, and then he says "No te preocupes gatito, tengo mi kit de emergéncia...... So then that little green monster girl says "¡Ay, Mama! Grover........"

¿Es una frase hecha? Is it like, Oh brother! In English? Gracias, por su ayuda.

I don't really understand your question this time around. "¡Ay mamá!" is just an expression used for upsets and mild catastrophes, just like "Oh dear!", "Oh darn", "Oh bother!".
