The word is used in this essay question: El Gobernador Daniels quiere pagar a los maestros basándose en los grados de los estudiantes. ¿Es justo?

Governor Daniels wants to pay teachers based on students' grades.

Basándose is the present progressive form of basarse, so more literally it would be like, "basing (their pay) on the students' grades".
