help with translation from 1860s text?

I am reading a very old document from the 1860s in Mexico. It is about a government agent who goes to a town and reports on the activities of the cacique (indigenous leader). There is one sentence that I am confused about. Can you help? The sentence is: "No omitiré manifestar que esta cuestion la ha ocasionado en parte el cacique de aquel pueblo, pues en su principio, él daba sin facultad para el caso, aquellos terrenos arrendados, disponiendo a su antojo con los demas indios de los productos de sus arrendamientos." I think that a loose translation might be:

I won´t let it go without saying that this issue has been caused in part by the indigenous leader of that town, when he started out, he leased out those lands, without any right to do so, making use of the products of his rentals, in any way that he wished, with the rest of the indians.
