Anunciar's subjunctive conjugation

Why does anunciar become anuncie, not anuncíe? Every other verb I've encountered with the iar ending has had an accent added in the subjunctive.

Because this verb forms a diphthong ("ie") in these tenses, while others like "aliar" form a "hiato" ("íe"). While there are some patterns, basically you need to learn how each verb changes.
