"El ama de casa" is a woman, a housewife. If it is a male, it is "amo de casa." It uses the article "el" for phonetic reasons: feminine nouns that start with the an accented "a" sound in Spanish take the article "el" if it is singular, though it will revert to the feminine article when in plural form.

Examples:

el ama = las amas

el agua = las aguas

el habla = las hablas

Ama de casa means house keeper so El ama de casa would mean that the particular house keeper in question is a male any way in English it would be house wife or keeper it is simply an occupation.
