When you don't want to indicate that we are doing something, but you require the verb to indicate something else. For example, "Es mejor que hagamos algo" (Literally, it is better that we do something), where we are not doing something, but you are indicating that it would be better if we did.

Hagamos is the "we" form of the present subjunctive of the verb "hacer", which is irregular.
The subjunctive is quite a complex concept to understand. When you are expressing want, influence, doubt etc. the Spanish native speaker can choose to opt for the subjunctive, to express uncertainty.
