¡Felicidades, y que tengan juntos una vida plena de bendiciones y maravillas! ¡Congratulations, and may you have a life full of blessings and wonders together!
¡Enhorabuena!
¡Cómo me alegro!
¡Buena suerte!

In addition to Lazarus' excellent suggestions, "¡Felicitáciones!" is quite acceptable. Like all of his suggestions, this is a very general-purpose congratulatory expression. Since it's an obvious cognate with English, I won't bother to translate it.
At the reception (dinner or banquet), it is common to offer the following (or just follow along with others):
¡Viva el novio!, ¡Viva la novia! or ¡Vivan los novios!
Muchas felicidades. Ustedes dos hacen una pareja muy bonita. Enhorabuena!
