In addition to Lazarus' excellent suggestions, "¡Felicitáciones!" is quite acceptable. Like all of his suggestions, this is a very general-purpose congratulatory expression. Since it's an obvious cognate with English, I won't bother to translate it.

Why is there an accent on the a? "Felicitaciones" has an accent on the "o" but only when it is without the "es". - GuitarWarrior, Apr 8, 2011

At the reception (dinner or banquet), it is common to offer the following (or just follow along with others):

¡Viva el novio!, ¡Viva la novia! or ¡Vivan los novios! LOL
