I believe the latest Proceso news magazine out of Mexico has "Estamos hasta la madre" on its cover.

When I read the headline, I was thinking of the possible translations of "We've had it up to here" or "We're fed up with this". In any case, the understood corollary is "and we are not going to put up with it anymore".

In this particular case the context was drug killings.

I believe that your suggestions are fine also. A lot of the translation for "hasta la madre" will depend on the context, but they will indicate extreme disgust and the implication that something will no longer be tolerated.
