I need to tell a Spanish speaking person that "we need to make this ground level."

"Necesitamos nivelar este terreno"¨. Tells us to make the ground level in preparation for some other work.

Just to complicate matters we use "datum" (nivel de referencia) to determine "finish floor" or factory floor" or "planta baja". So then, the "nivel de terreno" or earth work is "datum minus" (algo).

You haven´t provided any context, so it´s hard to know what´s happening here. The only thing that I can imagine is the ground floor of a planned building being discussed. In this case, you could say "Necesitamos hacer esto la planta baja."
