I understand the words in this sentence and can understand it grammatically but I am very stuck on how to make sense of it as a whole, especially the parts highlighted in bold

Sin descartar los cambios economicos y la proliferacion de ofertas de pago digitales o la misma presencia de televisiones de cobertura local, si nos centramos en la oferta, puede decirse que hace diez anos primaba una television en Europa que se llamaba de servicio publico, en la que destacaba el deseo de comunicar cultural o politicamente con la audiencia

destacar(vi) can mean to stress/emphasise or stand out either which could make sense in the last sentence.

"la proliferacion de ofertas de pago digitales"is literally translated as "the proliferation of digital pay deals (or digital payment offerings)"

In this context "digital payment offerings" seems to be referring to pay television like pay-per-view or cable.

"puede decirse que hace diez anos primaba una television en Europa " comes out as something like "it can be said that ten years ago a television in Europe took precedence"
