Yes it can be used like a cructh, but in Chile ast least we would say "mira..."
Ves would be used when explaining something and you want to know to if they got it.

I wouldn´t say it´s a filler such as "este" or "pues" because most of the time it has meaning in a sentence, although in certain instances it might be used as a crutch.
