I see no reason for the "a".

Decidió venir finalmente. [últimamente]

verbs with prepositions

decidirse a = to decide to

decidir

Notice this usage in our dictionary:

decidir hacer algo -> to decide to do something

decidirse a hacer algo -> to decide to do something

It may be that only the pronominal usage requires the "a". A native will have to answer that.
