Ser retresado mental... to have a mental handicap...it's the same as retarded, but the language is much less caught up on "politically correct" speech

I love the way a friend of mine says it: "menos habilidades" ("less abilities"). I've also seen "discapacidad". Whatever the language, we should use "people first" language - " a person with a disability", not "a disabled person".
