Which is best to use when saying to send something through the post?

You can use either one. In some regions, "mandar" has negative connotations because of "mandarín", a pejorative word for someone who does someone else's bidding--usually a controlling wife; "mandarina" is also used in this case. In others, "enviar" is considered formal.

I would guess enviar. Great question. Perhaps some native speakers can clarify the usage of these two.

Enviar was used as a word-for-the-day thread about Jan 2010, where it was used most frequently with sending mail.
