My friend Carmencita has a long-haired
You would have to follow that with a noun, and it wuld be something that Carmencita has that is long-haired.
Carmencita has a long-haired cat.
When you are using long-haired as an adjective refering to Carmencita, you have to use a form of be and cannot use an article:
Carmencita is long-haired
Carmencita was long-haired
Carmencita has been long-haired
Carmencita had been long-haired
or you could precede the noun with the adjective:
Long-haired Carmencita is a 20-year-old.
but in this case it sounds less natural.
You could also use "long-hair" as a noun referring to a class of people, but this is less common:
Carmencita is a long-hair.
Other possibilities exist in more complicated sentences:
Carmencita, a long-haired 20-year-old, is a friend of mine livinig in Spain.
Carmencita my friend has long-haired and she is 20-year-old.
My brother live in a 10-story building and he has one-armed by an accident.
My friend Carmencita is long-haired and is a 20-year-old.
My brother lives in a 10-story building and is one-armed because of an accident.
Long haired is an adjective so you use it with the verb to be.
20-year-old is a noun so you use the verb to be.
My brother is the third person so you need to conjugate "live"
one-armed is an adjective.
