Is there any grammatical reason why one uses "de que" and one uses "que" here, or does it just depend on the verb? These are from a homework packet.

Se sorprenden de que yo haya entregado los papeles ayer.

Se entristece que su novia se haya olvidado de la fecha de su cumpleaños.

Whether is is de que or que depends on the particular verb. This article on queísmo & dequeísmo may help you.

Notice that the example verb advertir may take de que or que depending on the contextual meaning of the verb.
