un abrazo fuerte = a big hug
abrazo fuerte a X = I hold X tight
I'd say: un abrazo fuerte
In friendly personal letters, the following are often used:
Un abrazo,
Un fuerte abrazo,
Un fuerte abrazo de tu amigo,
The ending Un abrazo is often used in business correspondence and even in internal company memos or emails, where a friendly relationship exists between the parties.
In letters to family members endings are obviously freer, but some typical ones are:

Well, techniqually, since fuerte is describing the abrazo, it should come second (following the rules of Spanish).... right? 0.o)
So I would say if you want to be all proper use "un abrazo fuerte", and if you want to be formal and/or affectionate (and it therefore won't be a big deal), "un fuerte abrazo".

I don't think one is more correct than the other. It all depends on whether you wish to say "hugs" (un abrazo), or "a big tight bear hug" (un fuerte abrazo).
