¿A qué hora voy a regresar a Calama? - At what time am I going to return to Calama?
¿A qué hora regresaré a Calama? - At what time will I return to Calama? (future tense)
I don't understand the use of the word "exactly" in your title, so I just left it out. Do you mean "At exactly what time will I return to Calama?". I believe you could say "A qué hora exacta..." for that.
