"increible" (just like "incredible" in English) means "unbelievable" and it makes no sense to say "unbelievable to believe". You could, however, say "hard/difficult/impossible to believe".

You could say
Es increible. And then make a new sentence telling what is incredible.
Es increible que . . . and then say what it is that's incredible.
