This answer is all too real, sad to say. However, "hey" is very informal and would not be used for a letter such as this; the usual is "Dear Sir." "Hey" is very familiar and would be found in greetings such as "Hey Man!", "Hey Dude," or "Hey Guy." - hhmdirocco, Mar 8, 2011
