Singular form
¿ A qué hora empieza la fiesta? ¿ A qué hora sale el tren? ¿ A qué hora llega el avion? ¿ A qué hora cierran el banco?
As you can see from the examples, all the verbs are the third person singular form except for cierran. El banco is singular form. Plural form of el banco is los banco as far as I know. Am I right?
Why this word use verb as a plural form? Are there any similar cases or words like this?

Plural form of banco is los bancos! And to me " A que hora cierran la fiesta doesn't make sense. I would use the verb terminar.
A qué hora terminará la fiesta? What time will the party end literally. When will the party be over!

The subject can be singular or plural. Let's review your examples:
Fiesta ---> singular subject of empezar
Tren ---> singular subject of salir
Avión ---> singular subject of llegar
Regarding your last example, a party cannot close itself in Spanish. It can end. So, you are better off saying:
¿A qué hora acaba la fiesta?
Using a close example to yours ¿A qué hora cierran los bancos? Bancos --->plural subject of cerrar. If it were one bank, then you would say ¿A qué hora cierra el banco? Banco ---> singular subject of llegar.
However, if the action of closing is attributed to the owners of the bank, then you can very well say:
¿A qué hora cierran (ellos) el banco?
