I'd like to see the translation of the following sentence exactly as I write it here:
"Get outta here!"
In writing the above sentence in English, is it necessary to include an upside down exclamation mark at the beginning of the sentence?

No. In English the introductory exclamation mark is never used.
I'd like to see the translation of the following sentence exactly as I write it here:

The expression, "Get outta here!" is considered substandard English. The proper way to write this would be:
"Get out of here!"
In Spanish, depending on the strength of your exclamation you might say something like:
?"¡Vete de aquí!"
?"¡Lárgate (de aquí)!"
I would go with ¡vete! or ¡vete de aquí!
