Plantear is similar to present or propose a topic in a meeting for example. "Plantear una situacion" or "Plantear un tema" is like plant a seed to develop a topic; to work, to think around this topic, always in a group of people.
Hacer un planteo in math is when you make the first analysis and you start to think the bases to resolve the problem. You start writing the first equations to resolve it.
Hacer un planteo in a couple (or other relationships like friends or coworkers) "Mi novia me hizo un planteo" means that she is upset about a something and she told me the problem.
