"que hora es?"
es = ser ---> something to do with "permanent"
why is that so?
should it be "que hora esta?

Hi and welcome to the forum,
Yes, it would seem to make sense. However, it is one of those rules that needs to be memorized. The verb "ser" is always used when referring to time.
