No and yes. It all depends on the context.
Hola negrita or negra, ¿Cómo has estado? Negrita or negra here are used as terms of endearment. The person you are addressing may or may not be of the black race.
Racially charged statements can use the word negro/negra in the same way you would use it in English. Mind you, negro also means the color black.
In México " negro" and negra" is a color, period. The word does not carry a derrogatory sense.
As far as descripions of people are concerned we generally describe as "negro" "guero" or " moreno for example, but there are no negative connotations to them.
El uso más negativo de negro o blanco podría ser este:
Lo tengo negro(=lo tengo muy difícil). Luis se quedó blanco(=se puso pálido, palideció)
Usar blanco o negro para aludir a la raza,es correcto y lo más común.Al menos en España y su uso no implica connotaciones racistas.
Se diria :"Una mujer de raza negra..."(nunca una mujer afroamericana, que me parece una palabra horrible). Referente a la raza blanca diríamos"un hombre de raza blanca(nunca de raza caucásica)
I was getting a black puppy for Valentine's day and was going to name him ''Negro'' (which means black in Spanish) but when I told some of my friends they took it as offense although I explained to them that it's a Spanish word. I think in certain part of the world (especially in Trinidad) there is still racism or racial stigmas attached.
