If I want to describe a man that is smart ,inteligent and his ability to work independently?mature and resourceful , he can get a nailing future ,can I say in spanish like this :" él es inteligente y astuto." Thank you for your help!

I don't care too much for "astuto" as there are negative uses for it as well as the positive. Consider "sagaz" for "wise". I hope some of our Native speakers will come in with a better word for you!
You can use the same adjectives that you used in English. Es una persona sagaz, inteligente, profesionalmente indepediente, madura, ingeniosa y tiene un futuro muy prometedor.
If you say "Es un hombre" then change madura to maduro and ingeniosa to ingenioso.
I agree with paco. I would not recommend "astuto".
Here are a few that come to mind
tome la iniciativa - he takes initiative
maduro - mature (mature may suggest older; may be a negative)
ser buen juicio - exercises good judgement (not sure about the use of "ser" here)
ser discreto - exercises discretion
takes initiative, exercises good judgement and discretion
