Solo hay una pequeña correccion hablar de es to talk about Aunque los experto de gramtica te regañarán, puedes poner la prepoisciones al fin de una oracion. Por eso es más común oír This is the person I am talking about.
Diríamos: This is the person I was talking about.

En este caso, «I was talking about» sí es una cláusula adjetiva que modifica «person». Inglés no siempre necesita las conjunciones para esto. Lo siento. Sé que esto hace mi lengua más difícil. 
Pero, si necesitas usar una conjunción, puedes decir: «This is the person that I was talking about» o «This is the person whom I was talking about».
También puedes usar lo que Jubilado ha sugerido: «This is the person of whom I was speaking». Pero esta última opción nos suena más formal...tal vez aun un poco pomposo (al menos en mi zona).

Y tambien pero un poco formal: This is the person of whom I was speaking (instead of talking) If you are learning English, you will need to study the differences among the words speak, talk and say. Sometimes native Spanish speakers get these confused in English. Just a fact not a criticism..
