There was a text that wrote:

Doctor, me duele la cabeza y siempre estoy estornudando.

Tiene usted un resfriado. Recomiendo que beba mucha agua y coma sopa. Prohíbe que coma comida basura.

Correct me if I'm wrong, shouldn't it be "prohíbo"?

or Se prohíbe...it is forbidden. as an impersonal statement.

It cannot be the tú command since we are using usted here.

My guess is that it means It prohibits,forbids similar to se prohíbe or the it refers back to having a cold Esto prohíbe que... (or it is a typo as you suggest).
