Either pan dulce or panes dulces.

No exception here to the rule about adjectives agreeing with nouns in number and gender. However, bread can be countless just like in English. Two loaves of bread. Two glasses of water. So panes may be referring to different types or brands.

I think to pluralise a word tha ends in a vowel or N and L you add S and for all other constanants you add es so it would be: Pan dulces.

Yes I got mixed up a bit there you certainly add es to words ending in constanant includin L i.e. hoteles don't know what I was thinking of. - kenwilliams, Feb 18, 2011
