The most common colloquial way of using Para is Se fueron para el parque. .... They went to the park. (In this case, Andar sounds very strange)

I think the answer is POR because POR can mean through.

Andan en el parque = They walked in the park.

Andan por el parque = They walked through the park.

Both can be used, though they will have different meanings. "Andar para el parque" would mean to go to (the direction of) the park, while "andar por..." would be to walk in the park (leisurely), similar to pasear.
