Perhaps "martillo de resquebrajar' fits the situation. They will be called different names depending on the surface they are chipping away at.

I found it!! a chipping hammer is a "cincelador" or a "martillo cincel". Thanks to a Mexican welding engineer.

Interesting, a "chipping hammer" is a tool usually used by welders to clean the slag from the weld. I have yet to find a translation for that. The welders of my crews in past years called it a "martellito".

There are many types of chipping hammars. See if "el cincelador" fits this application.

"el martillo burilador" is another possibility.
