I read this phrase in El País, I assume it's figurative.
"Ahí es donde los marroquíes sacan a la palestra a Ceuta y Melilla"

The equivalent phrase in English would be to bring them to the table.

Other similar phrases are Sacar a relucir / Sacar a colación / Sacar a la luz ---> Bring to the table / Bring to light or to the discussion.
