It's neither hopeful nor sad tone. It's an "unbelievable!" or "amazing..." I'd say that's ironic tone - cogumela, Feb 13, 2011

Hi, bsingh, it's quite colloquial Galician
Spanish version: A quien se le cuente....
Meaning something like : Whatever next!
