If you're just describing where something is located at, you should use esta, but if you're talking about it as an event, then you should use ser.
In order to know when to use estar or ser, you must remember that estar is use for location and for a temporary state where as ser is used to describe something.
The only time you would use ser for location purposes is for an event, otherwise, if you're just talking about where it located at, you would use esta.
Ser is often translated as to take place rather than is [located] to help you remember the exception to using Estar.
The meeting is taking place in the reflection hall.
The banquet is taking place at the restaurant Miramar. (Seaview??)
For the location of an event you should use ser.
Use está for indicating location. Edit: Unless, like in your two cases, its an event, then use es
Es in both cases, pero dónde esta el restaurante Miramar.
