Why do we use "se" in the first sentence and not the second?

In this case Él indicates "he" and needs an accent mark. El without an accent mark means "the." - happyquilter, Feb 10, 2011

Se muda is conjugated from the verb mudarse, to move oneself. The se indicates that the person is doing the action to himmself (reflexive.) He moved (himself) to his mother's house.

In the second sentence the person is doing something to his mother, not himself. It is some form of seeing her, although I'm not sure the verb is right since it is the past participle of ver and means " seen." Should it be "ha vista?"
