Yes, there are skype chats offered for people who are not native English speakers. You can have your friend send his Skype nickname to Heidita along with some information about himself in a PM. Then look for the chats when they are announced on Spandict. You can find Heidita's name in the users on the bottom bar. Click members. Her name is the first name on the upper right. Click on her name and look for send PM.
