Después de llevar personalmente su solicitud y hacer firmar el cargo........
After delivering personally his request, and having signed the cargo.....(load, charge, whatever
) Why does hacer appear to mean "having" there? Do I have my translation way wrong? Gracias.

I think it is more like to make or to force to sign.
You can even say having (had) someone sign the charge or bill (depending on the context)
