I don't get Según here, I think it means, according to....... so how can it mean "according to it manifested (appeared) before the competent authorities,

According to how it's manifested/Judging by how it's manifested/According to what has manifested... That is how I would read it, depending upon what the rest of the sentence says.

I've seen something like this a lot while reading the news:

Según ha dicho el presidente.... According to what the president said..

Según ha... can mean as has been...

Según ha informado = As has been reported.
Según ha manifestado = As has been demonstrated.

Newspapers use this phrasing a lot when they don't want to name their sources.
