How would I say ''not all the people'' or ''not everybody (verb)''?

Corrected a formatting problem caused by using double quote marks in the first couple of lines of a post. I replaced the double-quote marks with two apostrophes. - webdunce, Feb 7, 2011

"Pero todos no estaban de acuerdo." is one possibility. Without the full sentence, there are other possibilities (that are probably irrelevant).

You just want to say "no todos"? What is the phrase?
