I know that coco and loco are words in spanish. Is cocoloco together a word?

In Puerto Rico I heard coco loco used to describe a "dumb head" or the town drunk or homeless type person. But in El Condado, a tourist area, there was a large restaurant/bar called Cocoloco.
En Puerto Rico he oído coco loco para describir un persona loco o un hombre borracho total el tiempo. Sino en "El Condado", una distrito para los turista, había un restaurante que se llama Cocoloco.
