I believe it's "tener ganas de..."

Tengo ganas de encontrarte. (I look forward to meeting you.)

Tienes ganas de verlo. (You're looking forward to seeing him.)

I agree with this. The expression "look forward to" is idiomatic and doesn't have a direct translation into spanish. - fatchocobo, Feb 5, 2011

I had a Spanish friend teach me "estoy deseando" as an equivalent to "I'm looking foward to."
