Help imperfect ser vs haber plz help

In past imperfect tense how do I know when to use ser or haber . They seem to mean the same for example : "la casa era Bonita " the hous WAS pretty .

And second example " hacia buen tiempo "

'ser' is 'to be' 'haber' is an auxillary verb, just like in english we have 'to have' (ex. I have done that - that you do not posses something, just did it)

'hacía buen tiempo' - 'hacía' is the imperfect form of 'hacer' - to do.
