  1. When is it appropropriate to say "ándele pues" and when is it rude?
  2. If someone says "con permiso" in a formal setting, what is the best way to respond?

I wouldn't say it is rude; a little bit colloquial, perhaps, but not rude.

Pase usted.

or simply:

Pase.

or

Adelante.

"Andale pues" is colloquial, and can be "OK then" or on the lighter side "alrighty then". Not at all rude.
