It makes perfect sense... in some cases e.g.

Somebody is watching a boy struggling to read a book or doing a spelling exercise, and because of the situation, the person observing him will ask:

Is your nephew learning to read? -¿Aprende a leer tu sobrino?.

It is technically correct, if the intended meaning is "Is your nephew learning how to read?" Spanish is very flexible when it comes to order:

¿Aprende tu sobrino a leer?

¿Aprende a leer tu sobrino?
