Which one is correct?
Esta tarde a mí se ha roto mi reloj
or
Esta tarde se ha roto a mí mi reloj

Neither, I'm afraid. It should be:
Esta tarde se me ha roto (a mí) el reloj
"A mí" is unnecessary, and it is used for emphasis or contrastive uses (i.e. someone says what happend to him/her this afternoon, and then you give your own account for comparison)
