It seems like some words are missing, they were acting under my orders? All that with just "estaba a mis ordenes?" Gracias.

You can say "El personal estaba a mis órdenes" or "El personal estaba bajo mis órdenes". Both are correct.

It's more like "was under/in my command" but for the most part yes.
