Meaning of "subregistro"?

Hi,
I just encountered the term subregistro in a news article about crime and statistics on crime in Mexico. I can't find it in any dictionary. Using only context I would translate it as "the number of undocumented/unreported cases". Can someone confirm or correct that?
Unfortunately, I can't provide a link to the article as it was an article on paper and I don't have it in front of me right now.

HI robrto, as it seems we are talking about underreporting here, that is , only a certain amount of crimes are actually reported.
